Submission to the United Nations Human Rights Committee on Draft General Comment 37

February 19, 2020

In February 2020, Justice Centre Hong Kong provided comments to the United Nations Human Rights Committee’s draft General Comment 37 on the right of peaceful assembly under article 21 of the International Covenant on Civil and Political Rights (ICCPR).

Our submission is based on challenges in actualising the right of peaceful assembly as observed in Hong Kong, particularly in the areas of: acts of violence committed by participants in an assembly, the use of less-lethal weapons, police training protocols and notification regimes.
