This submission responds to the Law Reform Commission’s proposal to introduce a new criminal offence of causing or allowing the death or serious harm of a child or vulnerable adult. While Justice Centre welcomes this proposal, we are concerned that not all relevant individuals, including people seeking protection in Hong Kong, migrant domestic workers, victims of torture and/or CIDTP, and people under immigration detention will benefit from the proposed change in law.
