Hong Kong Civil Society’s Joint Statement to the Legislative Council on Public Hearings Amidst Covid-19

Justice Centre 聯同17個其他公民社會組織呼籲立法會在疫情期間確保弱勢社群及公民社會參與公共事務之權利。

在其上次會議,《2020年入境(修訂)條例草案》委員會以新型冠狀肺炎疫情爲由拒絕舉行公聽會,只願意透過書面方式接受公衆意見。這是立法會第二次以疫情為由不舉行公聽會。

自2021年1月13日開始,立法會已經開始使用Zoom進行網上會議。我們相信網上舉行公聽會能夠處理相關公共衛生考量。

除了能夠讓公民社會組織發表意見外,公聽會能夠讓難民、尋求庇護人士及前入境羈留人士與立法會議員及官員分享他們尋求免遣返保護及被羈留在入境羈留中心的經歷。

Justice Centre and 17+ civil society organisations are calling upon the Legislative Council to facilitate civil society’s continued participation in public affairs amidst the pandemic.

At its last meeting, the Bills Committee on Immigration (Amendment) Bill 2020 declined to convene a public hearing, citing Covid-19. This is the second time Covid-19 has restricted public hearings.

Since 13 January 2021, LegCo has been meeting via Zoom, and we believe any public health concerns can be easily addressed by convening virtual public hearing.

A public hearing would enable refugees, asylum seekers and former immigration detainees to share their lived experiences of seeking non-refoulement protection and being detained at immigration centres with legislators and officials, in addition to allowing civil society organisations to make representations.
